The abbreviation ppm stands for "parts per million" – 450 ppm equals 0.045% fluoride in the finished solution, provided here by 0.1% sodium monofluorophosphate. That is a typical concentration for daily mouth rinses and sits well below toothpaste levels, which usually range from 1,000 to 1,450 ppm.
